I experienced the same error today. It was odd because, earlier in the day, I had success notarizating another dmg.Apparently, I bungled things. I had inadvertantly revoked the application-specific password. Unfortunately, the error that I received in Terminal did not let me know that this was the problem. Once I created and implemented a new password, everything worked for me.
