Ok so I have been checking all over the internet and here is one reason why it might take so long to save a file:
A Guy on StackOverflow suggested that: "Swift is a Strictly Typed Language and Every Time you Save a File it re-analyses the code you wrote to make sue there are no errors"
Here is what's helping me:
Once I finish work on a file I wait for like 5 to 10 seconds for the compiler to re-analyse and once that is done I save, boom! You saved 1 minute.

Make sure you don't have Chrome or Any other memory hungry program running, Also make sure that your computer has enough memory and storage, xcode IDE is already quite memory hungry and doesn't really offer a good developer experience.
Another fix for 12.3 Xcode Users: Go to the Developer Portal: developer.apple.com/downloads and download the 12.2 version. People tend to have a better luck with developer portal downloads. I have tried and so far it is going good.
