In the very least, i had a similar issue to what's happening in the thread: correct access to app store connect, but no access to developer portal of the same org, although i'm an admin.Solution:Call up apple and talk to them. the agent had to 'reset' something on their end, then voila, the developer portal access showed what it was supposed to.i hope this helps anyone.
