Apple announced that this bug is fixed in iOS 16.1. And, they added an option to each app setting in Settings app of device that named Paste from Other Apps.
This option consists of Ask, Deny, Allow.
If this option is checked in Allow, the pop-up will not shown anymore.
Unfortunately, there is not the way that change the option by any APIs. Clients should to change directly this option from Settings app in theire device.
