I got exactly the same error after updating to Xcode 11 from the App Store. I'd previously had Xcode 11 beta installed seperately at a different path. Not sure if that contributed to the problem.In any case, the solution was to delete Xcode.app and install a fresh copy from scratch from the App Store.
