Replied In macOS Catalina Files disappeared.

Yes, folders are synced without any files. But duplicating did not happen to me.

I suffer from the same icloud drive syncing issue. I tried what you did to recover its function in a macbookpro and imac, but fail. Its like the connection between icloud drive service and mac-end is not existed in terms of low upload and download speed. Hopefully it wont delete any files on cloud storage.
