I had this same problem.
Whenever I clicked on the Download link on https://developer.apple.com/games/, it would not take me to the correct page.
I tried again later, and it took me to the actual Game Porting Toolkit Download page: https://developer.apple.com/download/all/?q=game%20porting%20toolkit
