I'm happy to report that the issue has finally been resolved! Phone Dice has been successfully transferred from the old account to the new one, and the app status is now "Active." 🎉
I want to thank everyone who took the time to read my post or offer advice. Your support means a lot, and I'm very relieved to have this all sorted out.
For anyone in a similar situation: persistence is key. If you find yourself stuck, make sure to follow up regularly and escalate where possible. It took longer than expected, but I'm grateful to finally have Phone Dice back on track.

The app has been down for over 24 days, which has severely impacted our user base and revenue. I’ve tried reaching out through all available support channels, but no solution has been provided yet.
If anyone from the community or any Apple staff has experience with transferring apps from an expired account, or can assist in escalating this case, it would mean a lot to us. Any insights or help would be greatly appreciated.
