I'm also seeing this issue on an M1 MBP. I'm able to go into Disk Utility and mount my external drives from there, and I'm prompted to enter my drives encryption password. And regardless of whether I check the box to remember or not, it doesn't remember and mount them again after a reboot. Not sure of the cause here, but I'm (in my head anyway) attributing my slow Finder beachball issues to whatever is causing this issue.

I'm having an issue with notifications still coming through audibly when I have the ringer switch off. Both on many iPhone Pro Max on iOS 13.2b1 and on my Apple Watch S4 on watchOS 6.0.1. I always keep my watch on silent, but I'm still getting the audible rings come thru when I get a call, and I'm still hearing the ding/bell when I get texts. Didn't start until 13.2b1 was installed.

I'm also finding this to be hit or miss.. I've got a 2018 Chevy Impala and sometimes it connects right away when I plug in my iPhone 11 Pro Max (iOS 13.2b1). Sometimes it looks like it connected right away and shows me the CarPlay Screen, but then disconnects.. Sometimes it just doesn't connect at all unless I hard reboot my iPhone. Sometimes I have to actually turn my car OFF (and open the door to turn the Stereo off), AND reboot my iPhone... And then it'll connect. I've got the ability to reset my Stereo to factory defaults, and when I'm on wireless I can update my Stereo's software, too, and have managed to do so before. I'm not seeing any updates from Chevy for my stereo lately, though.Last year's round of iOS12 betas I had a similar issue, and the feedback I received in my radar was to CONTACT THE MAKER OF MY CAR FOR AN UPDATE. Ummm... No? If Apple makes a change, why is it up to little old me to contact my Chevy dealer to tell them they need to update their software? Shouldn't that be on Apple, too?

And where is the ability to move on email to a folder while you're in that email? There used to be in option at the bottom to move to a folder. Now I just have a bunch of blank space there.

All of my emails are now showing as no sender and no subject. It doesn't matter the account type, either. I've got multiple different types of mail accounts. I filed a radar and was told it's a known issue.

Just adding myself to the list of people having issues... I noticed this immediately after installing iOS 13 PB4, while staying on release watchOS 5.3 on my Series 4 Apple Watch. After iOS 13 PB5 was released, along with watchOS PB6, I installed that and am noticing better battery life. Not the great battery life I was experiencing on release OS, but pretty good for about ½ thru beta testing.

I’ve got an iPhone XS Max running build 17A5547d and I’m not having this issue at all. Not on any of the prior betas, either. Have you tried restoring and setting up as new (on current iOS 13 beta), and then restore from an iOS 13 backup after? I’ve found setting the phone up as new (while on beta) and then restoring, for whatever reason, fixes all sorts of oddball issues like this.

I’ve had this issue off and on with my 2018 Chevy Impala (stock head unit) and my iPhone XS Max (using Apple Lightning Cable) running iOS 12.3.1. I’ve been hesitant to try iOS 12.4 because of other CarPlay issues I’ve had in the past. I always report them, but the last Radar I filed, I was actually told that I needed to reach out to my Car manufacturer to have THEM resolve my issue! I find it hard to believe that a large company like Apple needs little old me to report issues happening on their Phones, but whatevs. So, I reported it to my Chevy Service Center and they told me there was an update! Again, this was with last year‘s iOS 12 betas..Well I contacted my Service Center again to see if they’re was another update for my Head Unit, and they said no...

I think this might be similar to last years beta issues with Time Machine local snapshots to purging to free up space when needed. Definitely need to file a radar for this so they can straighten this out ASAP.

Remove the profile, reboot your phone, and then install the profile again.
