I've had the exact issue, where I have entered the correct information and am over 18. Tried with multiple apple ids yet these did not work. This worked for me though: https://developer.apple.com/forums/thread/129691?page=8#627751022

Problem: All of your information is correct, yet you cannot enrol into the programme. Even the most senior level of support do not know what the issue is, you are told that your application has valid information yet nothing can be done. You make a complaint but hear nothing back. You try creating new Apple IDs as advised by support however this does not work. Solution that worked for me: Go onto a new network with a brand new IP address that is not associated with your Apple IDs that have been rejected. Register a new Apple ID with a phone number not tied to your previous apple ids. Setup the TFA on a device that has no relation to your previous account. I used someone else's MacBook. Assuming Apple's system has no way of linking your new Apple ID to the one they are rejecting, you will now be able to enrol in the programme.

The support that I've talked to on the phone have said there's no reason for my enrollment to be rejected by the system. I was looking into the form that we submit, hoping to find a server error of some sort. The enrollment is being rejected after agreeing to the developer agreement. After agreeing, the enrollment form posts todeveloper.apple.com/services-enrollment/submitIndividualEnrollmentwhich returns{ "responseId": "", "resultCode": 202000, "resultString": "Your request could not be processed", "userString": "Your request could not be processed", "creationTimestamp": "2020-04-18T12:12:43Z", "userLocale": "en_US", "requestUrl": "developer.apple.com/services-enrollment/submitIndividualEnrollment", "httpCode": 406 }

Exactly the same issue here, after the first step of entering my name and address I get this message. I've been on the phone with support multiple times and they're just not able to give a reason why this happens.
