You cannot use the GPU Profiler if the iPad iOS does not match the build target.

Replied In Is GPU Reporting support for OpenGL ES ending starting with xcode 11?

It's Apple, they just forgot to test it on this release. It's still an option on the pulldown list.I have the same issue. I sent a bug report...don't hold your breath.
