Finally, someone who posts a solution that works rather than just contributing to all the other useless "I have the same problem". This worked not the first time but the second time I tried. I have two external 27" TB displays connected to my M1 Max 16" MBP (running Monterey) and one of them would not power up. I switched the two power cords from the backs of the displays and then the second one powered up. Thanks batFalcon!
