Yup keep waiting. The iOS 13 has the code ready to go so it will work with watchOS 5.3. But with no new watchOS 6 beta there is no ecg yet.

Walkie-talkie app was not working due to a privacy related bug, so Apple disabled it. They resolved the issue in watchOS 5.3 which one would suspect will have the code present in the next watchOS 6 beta whenever it is released. At the moment you require watchOS 5.3 for the app to work.

Possibly. Will require the code to be activated in iOS 13 as well. Only way to find out is to wait.

You can install Xcode 11 beta on a Mac running macOS Mojave. Then iTunes can be used to update the iPhone to iOS 13 beta using the restore image for your iPhone to upgrade it.

No it is not possible to installed the iOS13 beta 1 without a mac running macOS10.14.5 and the Xcode 11 beta installed or a mac running the macOS 10.15 beta. The point of the beta at the moment is for developers to develop apps and not for testing of a very buggy software. One would assume that there will be an downloadable profile for the public beta testers towards the end of the month whent that program will presumably begin.
