Had the same issue with my ING (Mastercard) credit card, in The Netherlands. I'm not sure what causes this problem and the final response from customer support was to try different cards.. which was not the best advice, but fortunately I found a card that worked for me, hopefully this is of help: I opened a bankaccount at a bank called Wise, a bank specialised at doing payments with foreign currency's and you can have multiple bankcards from different countries, but only have to pay for one card. https://wise.com Opening an account is free, but I had to put 20 euro's on the account to verify it and pay 7 euro's or pounds for a physical card (which could be payed from the 20 euro's in the account). When the payment for the physical card is done you get instant acces to the digital version, which can be used for your searchads account. The setting up of all this took a bit of time, but I was quite happy to get the approval of Apple, after they got the info of the card. I can't guarantee this will work for everyone, but it is at least an alternative to try. Maybe similar banks / cards are also worth the shot, like Revolut and N26. Hope this is of help.
