Looks like apple has fixed this this week, the card is activating correctly now

Apple pay does not process the payments, you need a payment processor to do that. Apple pay is just a wallet that provides the card data. What company do you do the "autorization" part that you mentioned you are doing ? that's who you will do the Capture and Refund with
Is the 153 response coming from Authorize.net? if so then it's just an issue with Authorize.net's test environment not configured to approve the specific dPan that is generated by those apple test cards. I would suggest contacting authorize.net's support if that's possible.
Same here. Device set to US and all other card types get added successfully. Amex ones get added but then fail to activate
