Same exact issue on 2016 MBP...
Support had me:
make new admin user (couldn't replicate issue there)
reset SMC (didn't fix)
format HD & reinstall OS (still didn't fix)
This is EXTREMELY ANNOYING!!!!!!!!!!!!!
