I also got the "Your app uses the AppTrackingTransparency framework, but we are unable to locate the App Tracking Transparency permission request when reviewed on iOS 16.4".
I resolved the issue by adding that in, in my case I use React Native with Expo. I tested it using my device and simulator and it now shows that same request dialog. But after that the App Review team said I still had not resolved that issue.
I replied to the review thread, but I have no idea why they would still reject it despite it working and giving no more information. Feels like the review team is just being lazy.

I've been experiencing a similar issue where I resolve the issue and the App Team seems too lazy to recheck and they just instantly reject and point me to the same resources. I don't know what to do.
I don't want to hassle with making a test google account...
So I'm implementing a backdoor by tapping an element on the login screen 10 times that will trigger in review mode. If we're in review mode, I just return all API values with mocked data.
Hoping this works because I'm not keen to try make a test google account purely just for this.
