I managed to find a workaround and logged it using Feedback Assistant FB13040856 Workaround: Turned off my firewall. Doing this solved the issue of not being able to go to the iCloud section of my Apple ID in System settings. From there: Turned off Private Relay Restarted my Mac and logged into Music, which did go through successfully. I can add my Apple ID to Xcode and my devices are showing up in System Settings and Find My.
