We are also having this issue.
Setting "restricted" flag to /private/var/db/KernelExtensionManagement has worked so far.
drwxr-xr-x@ 3 root wheel - KernelExtensionManagement
drwxr-xr-x@ 3 root wheel restricted KernelExtensionManagement
