Success! I was now able to upload the app version I wasn't allowed to upload on v11.2

Looks like it's possible to download the GM seed version directly through the website https://developer.apple.com/download/Source: https://9to5mac.com/2019/11/05/apple-xcode-critical-update/Going to give it a try now and come back with the veredict!
