install the profile from the apple website "https://beta.apple.com/enroll-your-devices#ios". Go to, enroll this phone. then for devices running iOS 16.3 or earlier, download the configuration file (not saying that your phone is actually running that, it's just where it can be found). Download and install the configuration, DONT RESTART. Then reattempt, it worked for me.
